The Internal Responsibility System or "IRS" was one of the many recommendation made by the Ham Commission in 1976. A fundamental philosophy of workplace safety, the IRS system works on the foundation that workplace health and safety is a "shared" responsibility between management and all workers. With a goal of preventing workplace illnesses, injury and/or disease through proactive intervention and hazard control.
Contrary to what some people think, the IRS system is not a reporting hierarchy in the workplace or at a job-site. It has nothing to do with chain of command or communication. The IRS can only work through mutual co-operation and voluntary participation of all Employees, Supervisors, Senior Management and the Employer.
